Windows won't boot after restart

I've had this problem for quite awhile and can't figure it out. My system boots completely fine on fresh power ons, but if I try to restart the computer, it hangs after loading Windows XP. That is, the Windows XP loading screen comes up, finishes, then nothing happens. My mouse and keyboard never get power and my monitor shows it is getting signal but gets nothing.

At first I thought it was just a matter of reinstalling Windows, but I've done this at least 4 times since I've had this problem. I just now finished formatting and reinstalling Windows XP and still have this problem. I even had this problem when I tried out the Vista beta.

I would really appreciate some help, it's a minor thing, but really annoying.
 
Well you've established that it's a hardware issue. Please list your complete system specs including your power supply.
 
I had the same problem with a client's system. Upgrading the power supply resolved the issue.
 
Well, I doubt it is the power supply because I just bought a new one yesterday after having some trouble with my old one.

AMD 3500+
MSI K8N Neo2 Platinum
1GB Crucial Ballistix
Geforce 6800GT
Antec Neo HE 550w

I also have cleared CMOS and updated the BIOS to most recent.
