my laptop hd is on the way out so i got a replacement drive. i copied the old drive to the new drive twice with norton ghost and once with drive image 2002 but neither worked. the first time with ghost, it just said "a disk read error occurred press ctrl-alt-delete to reboot", but after the other 2 times it just sits there at a blank screen with a cursor blinking

i've had this problem before but IIRC all i had to do was boot to the recovery console and fixboot and fixmbr, but this time it doesnt seem to be helping unless i'm doing something wrong. any ideas?

When it just sits there with a blinking cursor, it's because it doesnt know what to do. Chances are, it can't find your boot.ini file, or your boot.ini file is on your secondary drive and its pointing to an install directory on the primary drive, or some combination of the two.
