Windows will not load with QX6850

I recently bought a QX6850 to replace my E6600. The system will POST but will only load windows when the 3rd and 4th cores are disabled in the BIOS. My motherboard supports the QX6850 with the latest BIOS version which I have updated it to. I have also tried putting in my old E6600 which still works fine and it will load windows with that installed. I have no idea what is causing this problem and I would appreciate any help that I can get.

Here is my system specs:
EVGA 680i SLI Motherboard
Intel QX6850 CPU
EVGA 8800GTX GPU
2x2GB Corsair Dominator DDR2-1066
PC Power & Cooling Silencer 750W PSU
WD Velociraptor 300GB HDD
Windows Vista Enterprise 64-bit Edition

I had visions of hot-swap CPU in my head... :laugh:

I'm assuming from his 1st post that Windows is installed, and then he swapped in the new QX6850, but maybe I'm wrong?

No that is correct. Windows is already installed. But with the QX6850 in my rig it will not start Windows after POST, computer simply reboots.

What are the symptoms exactly?

After some more tinkering I was able to get my computer to start windows with the four cores enabled, however, only after I reduced the FSB to 1200 MHz instead of the CPU's native 1333 MHz FSB. I have gotten it to work up to 1250 MHz FSB but if the FSB is brought up any higher then I get the same problem of it rebooting when it tries to load windows. The only time I have gotten it to work at 1333 MHz FSB is with cores 2 and 3 disabled in the BIOS.
