I'm trying to format an old storage drive so I can put new stuff on it, anyone know why I would be getting this message? Oh I looked at it in Disk Management & it is labeled System for some reason...?
 
I had the same problem on a raid array I had. Swapped out the board and everything was well (I'm presuming the controller was bad).

There is still a controller involved (which you missed). It doesn't HAVE to be an array.
