That's the location for the wallpaper that came with windows; wallpaper that you set (i.e. right-clicking on something on a webpage) can get stored in several locations within your userprofile (c:\documents and settings\username\)
 
Don't forget that all the bitmap wallpapers except Bliss are in C:Windows, not Web. 🙂 just wanted to add that. 😛
