windows volume control remembering settings

Is there ay way to get the volume control (ie, when you double-click on the systray icon) to remember to be use the "other" setting? It alway goes to "playback", and asidef rom the MIDI volume, they have nothing in common.

Using Win2k, and a 3rd-party solume would be acceptable.
