Windows Vista Upgrade Use Only

So, I finished my firts build and finally received Windows Vista today from my college. Theproblem is that it says 'for upgrade use only'. Does that mean that I must have XP on the computer before I install? I do't have any XP discs. Is there anything I can do?
 
I've been seeing people doing a 'double install' bypass. Will this work? Also I will have to activate by phone, if that matters/
 
Last I heard the clean install upgrade trick no longer works. MS MVPs in the MS newsgroups have posted that the activation scheme has been repogrammed to not activate a machine that was setup this way.
 
Can someone else verify if the clean install trick on an upgrade vista works?

Also, might activating by phone bypass the reprogrammed scheme?
 
I can verify that the double install method still works. I just did it a week ago. I did a clean install of Vista, then launched a clean install from within the first clean install. I am running Vista Ultimate.
