Windows Vista time sync issuses

SinceI reloaded Windows Vista Ultimate SP2 on my desktop and laptop last night, the time on them keeps jumping ahead by 3hrs. I have them set for the eastern time zone. I adjust the clock to the right time, but few mins later the time jumps 3hrs ahead. Any suggestions on what to do? The Windows vista internet time buttons is missing from the date and time menu thing. Also both computers are joined to a domain. The time on domain controller is set correctly and set to the eastern time zone as well.
 
Check BIOS on both...

I take it the time jumps ahead on both computers...

What about other domain computers? correct time or no?

DST patch applied if needed?

What kind of domain and do you have NTP running?
