Windows Vista on Ebay?

So I am looking for a copy of Vista Home Premium 64bit. On newegg it costs $349 for OEM. I found an OEM copy on ebay that is $123. Is this a scam? THe person has 13000 feedbacks w/ 99.5% positive. However, I just can't shake the feeling of this seeming too good to be true.

Any thoughts? The person claims it is sealed, etc...but still...such a huge price difference?
