well this is not a fix per say but if use windows with hidden files and folders stay hidden then you could just hide the folder. Out of site out of mind... If that dont work for you what the folders name? New Folder i am assuming?

Enable UAC plus employ Event Viewer to see if you can determine who/what is doing this (eg, you might have something like ALZIP installed or Automatic Folder Type inadvertently installed/enabled). Also check startup items in MSCONFIG for any applications which shouldnt be there.

Have you tried logging to a different account to see if problem is there? Also you could try Autoruns to disable as many startup progams as possible to see if problem goes away. If that works you can re enable a programs a a time and find problem program.
