I was reading this article, it said that the windows vidta home basic edition wont have the aero user interface. What is the aero user interface?

First of all I'd like to point out (again) that Vista is far from finalization; a lot could change in the next year so dont hold your breath.

That said aero is (in a nutshell) a new application display layer (GUI); you might want to do some reading to find out:

Once Vista has actually been released the question you should be asking is "what applications do I need to be running". If those applications dont make use of the Aero platform than all it can provide you with is additional eye candy and you could use a non-aero machine.

It's also important to note that you have to fufil specific hardware requirements in order to use Aero at all.

Not quite the same thing. All that does is attempt to make the XP GUI's look approximate what the beta's aero interface looks like.
