Windows Vista 32bit to Windows 7/8 64bit?

I don't think it was ever something I set out to do before, but now I want to get x64 on my parents desktop.

Is it possible to force it, without resorting to a clean install?

Nope.

What hardware and do you have access to win 7 x64 bit drivers?

If so, then win7 drivers have worked in win8. Even some win vista x64 drivers have worked.

Skip the upgrade and dump it for a fresh install.
