Set all the users up with a limited user account and
DO NOT LET THEM HAVE either the admin password or access to the admin account. No one will be able to install or uninstall any thing without that password except to their own user space.
This will also have the added effect of making the computer very secure and almost impossible to crack. Make certain the admin password is strong with a combination of letters, numbers and symbols. Make certain you use both upper and lower case letters in the password. Turn on DEP for all programs and you can safely uninstall your anti malware scanners, rootkit scanners, third party firewalls, (assuming you are behind a routers hardware firewall) and even your anti-virus software to free up additional resources. Use one of a number of free online virus scans instead on a regular basis.
The reason you can get away without all of that software is you locked the system down to the point it is very hard for any malware to infect and destroy the operating system. Only use the admin account to do admin type things and that is it. For all other uses stick with a limited account.
