Windows upgrade procedure question

Back in 2015/2016 when MS was offering the free upgrade from Win7/8x to 10, it was an in-place upgrade. Am I correct in thinking that an in-place upgrade would still be possible on a Win7/8x system to Win10 by using setup media started from within Windows?

Am I also correct in thinking that the same procedure would be possible on qualifying Win10 systems (wrt Win11's bizarre system requirements) to upgrade to Win11 beyond October 5th this year?

Yes, as long as the installed copy is activated before upgrade, no problem. For Windows 7, you can do a clean install as well, as long as you have a valid key. For Windows 8 and later, you can do a clean install without a key.
