Windows upgrade problems

I am running win98 SE, and I have tried to upgrade to either win2000 professional, or windows XP, but in both cases when the machine reboots to enter the windows setup, the screen goes blank and there is no drive activity. I have tried the things listed on microsoft's FAQ page, and none of them help. Anyone else having these problems, or can give me any ideas on what is going on?
 
I disconnected everything but my video card, and had the cd in a generic cd-rom, with everything else unplugged, so if its a hardware problem, ill be damned if i know what it is
 
OS upgrades are always dicey. People have reported better luck with 2K and XP, but a format and clean install is the safer solution. Problem is, you have to backup everything to either CDR or another drive or partition.
