Windows Update weirdnes....

I updated my Win98 to Win98se and now MS Updates fails to function. First off it is not in the Start menu or the Settings Menu. This is fine, but when I run Wupdmgr.exe this message pops up-> " Windows Update was disabled by your system Administrator " I'll bet that there is a key or a group in the registry that are the reason why Update is disabled, but I can't seem to find that key. Any help out there?

Where the hell did my friend get this CD from? Ah..
