I had a problem with Windows Update. I was caught in an endless loop. Windows Update Site kept asking me to update my Windows Update software and then reboot never to actually update the software.
I found this solution at Microsoft's Windows Update Newsgroup. I hope this is helpful.

Go back to Windows Update sight.
I also saw a post claiming that Microsoft will be dropping support for Windows 98 and ME updates.
I do not know if this is true.

I, too, have had the problem with
Windows Update (I run Windows Millenium, but this may work
for others,as well). Several attempts to Update v4(@12)
only resulted in my computer eventually completely locking
up! Many E-mails to Microsoft went unanswered (except for
their auto-response, stating that my mail had been
forwarded to the proper office. No help at all!). What
finally did fix it was the following;
I went to Start>Search>For Files or Folders and entered
IUEngine.dll (Internet Update Engine/Drivers) on the
C drive. There I found several copies of the same drivers.
By clicking on Edit>Select All>Clear and then "Yes" to
save changes (it asks when you click "X" to close the
window) , I deleted all the Update drivers. Then I did a
search for the WindowsUpdate.log and double-clicked on it
to open. While most was encrypted, some was in plain text
and said "Success" multiple times, as if to say the
downloads were successful and in fact they were not! While
the .log folder was open, I clicked Edit>Select All>Clear
and then clicked "Yes" to save changes. I basically
cleared the entire log, so as to start fresh. When I went
back to the Update site, I was finally able to install the
new drivers and continue with Update. For some reason the
new v4 drivers don't overwrite the old and this seems to
cause a major conflict. Getting rid of all the old Update
drivers seemed to do the trick! The drawback was that I
then had to start from scratch and re-install every single
Update that had been previously installed (a few hours
work, with a dial-up modem). I have been back to the
Update site several times since, without any further
problems. I am not a Microsoft employee nor an IT
professional, so if you decide to try this, please do so
with caution. If you don't have any prior experience with
the System Registry, you may want to wait and see if
the "Big MS Corp." comes out with a fix soon. I just feel
sorry for you, having spent weeks, myself, waiting on a
reply I've never gotten. This was a last-ditch effort on
my part and I had little to lose, since my system wouldn't
work otherwise. Worked for me extremely well and still
functions perfectly now. Good luck!
