Windows Update Problems

we have a "server" here at work running Win2k Pro that will not seemingly apply its updates.

It is prompting for a restart; "updates will not take affect until system is restarted" or whatever the verbiage is. So I restart and get back into windows and it still prompts me to restart.

I can not get updates from Windows Update as it says "Windows must be restarted before applying any more updates"

This server normally updates off a WSUS server which shows 13 updates pending, 1 error and for those 13 they list as "Needs Reboot"

If you reboot in safe mode, then reboot again in safe mode, then reboot in normal mode, does anything change?

What non-MS services does msconfig show? (copy the msconfig binary from an XP/2003 box)
