Windows Update Not Installing

I formatted my syster's computer, and I ran Windows Update a couple of times. For the first few times, Windows update would install the required updates successfully, but now, I can't seem to install the necessary updates whether I try to install them through the website, through automatic updates, or by turning off the computer.

I'm using Windows XP SP3. I've never run into this kind of problem before, and I always install SP3 first before I install the other updates.
 
This is a VERY common problem after updating to SP3.

Open an MS DOS Prompt and enter:

"Regsvr32 wups2.dll"

You should get a popup that says it was successfully registered.

You should now be able to intall Windows Updates.
