Question windows update keeps showing as needing to restart but won't install.

I'm on wind 10 and recently did a system restore to a couple of days previous, since then my machine keeps showing 'update and restart' in the power options and a cumulative update (KB5051974) in windows update but it won't seem to install and clear. Any ideas how to clear it or install it?

Download from here: https://catalog.update.microsoft.com/Search.aspx?q=KB5051974 and manually install.

It appears to me that it would be the 2nd one listed.
