Windows Update error

I don't know what I did, but now I can't seem to get into Windows Update. I have SP2 installed. It gives me: Network policy settings prevent you from using Windows Update to download and install updates on your computer. If you believe you have received this message in error, please check with your system administrator.

And I'm not on a network. What settings did I screw up on my computer? BITS and Automatic Update services are enabled.
 
It could be that the 'Remove access to all Windows Update features' is set to Disabled
in the Group Policy.

To check, go to:

START \ RUN and type gpedit.msc
scroll to User Configuration \ Administrative Templates \ Windows Components \ Windows Update

Make sure it is set to Enabled (although I can't imagine why anyone would want it that way).
