These codes have been network wide on computers running 7. They are all connected to a windows 2003 smb server not using WSUS. I have tried safe mode, disabling the firewall, logging onto the local computer instead of domain, and repairing the windows update services.

I've rebooted the firewall and server still no change. The server can download and install updates but none of the clients can.

I know that as soon as the computers go on the domain they can no longer get updates. Before one joins the domain they can. This has not been happening forever just until about last april.

No network specialist, but I think your answer is somewhere in the quoted. If the computers can access update while not on the domain, and had been able to access update while on the domain until last April, I'd start my investigation with what changed on your server in April.

Possibly what is happening is seeing as they could before being joined is even though you are not using wsus, it would have been partially setup when server 2003 sbs was install as it is installed by default and its over writing the default behavior

If you are logged in as an administrator user, when you open up the windows update control panel, it should have an option to say get updates from windows updates. This will bypass the wsus settings for that session.

If that works, then you will have to look at why they are getting the settings for wsus

Edit: also found this that should reset your wu settings KB971085
