windows turning off usb peripherals

When I boot up windows on my dell dimension 9100, the mouse and keyboard turn off.
They are fine before windows starts, i can go through the bios settings and the mouse light is on. But when windows starts, the mouse light turns off, the numlock led on the keyboard turns off, and neither of them work.

There are no legacy (p/s2?) mouse and keyboard ports

What should i do?

What should i do?

Turn on the PC with only single device, then check the status.
Both failed individually, then get alternative to try.

Above attempts fail, contact dell.
