Question Windows timer resolution

I run a PowerShell script that copies a bunch of directories. I have a variable set to start time and another set to end time. I then display the difference as seconds. My last run gave me this: 1154.7828729 seconds

Does Windows time actual have a resolution to the billionth of a second?
