Windows TaskManager>Performance>CPU Usage

Every time I bring up Windows TaskManager>Performance>CPU Usage I see a decent portion (prolly 15%-25%) red in the graph on a regular basis. What does this mean??
 
The red lines indicate the amount of CPU resources consumed by kernel operations. You can shut that off from the "View" menu.
