windows STOP! because of CPU? MB?

I have 2 computer which have exactly same part and same programs installed, but i am having trouble with one of them
The problem is i cannot booting up the windows, it stops on WINDOWS XP LOGO or SAFE MODE selection screen.
Even I select safe mode, it stops.
I tried to change video card, hard drive, memory card, cpu, cpu fan with other computer, it stops again.
so i am thinking it might be mother board problems.
Also, i went to BIOS SETUP and check the PC HEALTH selection, i found something.
it looks like below.

CPU TEMPERTURE (-) 120~130
SYSTEM Temperature 56 ~ 90
CPUFAN1 SPEED 0 RPM
CPUFAN2 SPEED 0 RPM

Please Solve This problems.

Is the CPU fan getting power?

Your CPU temps are fine as long as they are in fahrenheit and not celcius. Your system temp however shows a pretty wide range... System temp is usually not too far off from room temp.

I would guess that your PC is shutting down b/c it is overheating. You can adjust the temps at which your system will shut down, however you should be careful and make sure at least your CPU fan is powering up before you attempt to adjust any of those settings.

You may want to list your specs to get a more detailed and informed response. Good luck.

yah, open ur case up and start it and make sure that cpu HSF is spinning. System temps seem fine as does your cpu temps, so you might be looking in the wrong place. If all else fails, try to think about what you did recently to find the root of the problem. If not, try windows xp repair. Finally try to reformat if you're okay with that. If you need to backup, use another HDD to transfer files

If they are the same parts, it would be a quick and easy test to quickly take the hard drive from the working system and put it into the non-working system. That would tell you in a few seconds if the problem is software or hardware related.
