Windows startup logo freeze

I have a friend that is having an issue. He said that he can't get into Windows. He says that it freezes on him during the Windows loading screen.

The next time he restarted it I told him to go to the "Last Good Known Configuration" of which he said it still froze up on him.

He then continued to safe mode where I had him disable a few applications that were on auto startup. This didn't help.

What can I have him do, is there anything else within Safe Mode that he can try? He has a Windows XP Pro CD ready incase we have to go to the recovery console.

Any help is greatly appreciated.
