Question Windows Starts Inconsistently, All fans stop when Windows loads then starts up again.

System Info:
Ryzen 7 3700x cooled w/120mm Corsair Hydro Series H80i v2 AIO
Gigabyte Aorus Pro Wifi X570 - latest BIOS
16gb (8x2) XPG 3200mhz - XMP off, running stock 2666mhz
Sabrent Rocket Gen4 NVME 500gb
MSI RX 5700 Mech OC
Corsair SF600 80+ Gold
Phanteks Evolv Shift ITX

Issue:
50% of the time: Power on, all fans and lights turn on, Mobo Logo, then nothing ... hmdi loses signal.
50% of the time: Power on, all fans and lights turn on, Mobo Logo, then windows logo, all fans and lights turn off (except memory rgb), log in screen appears all fans and lights turn on again, system runs fine after that.

Has anyone run into anything similar? What may be causing windows to not load half the time?
I haven't changed any BIOS settings except to set my CPU fan to full.

Try this:

Hit WINKEY+S, Type Power Opt, click on "Edit Power Plan", on the left-hand side, click on "Change what the Power Buttons do", then on that screen that comes up, click on the "Advanced" blue text, which should un-grey the bottom check-boxes, and UN-check "Fast Startup" (and DO check, "Hibernate"). Then click Save and Apply, and exit out of things, and then try powering off using the Start Menu, and then Power on again using the switch on the case.
