Windows shut down problems / windows ruined my hdd?

I have AT motherboard and AT case, but I think win98se is trying to shut down my computer like a ATX. Basicly I don't get the "Its now save to shut down your computer" screen. It just stops at the "Windows is now shutting down" screen. I can hear the hard drive or power supply or something *click*, so I always turn the computer off after the *click*. How do get the "Its now save to shut down your computer" screen? TIA
 
The Microsoft Knowledge Base goes on and on about shut down problems and troubleshooting. Researching this is not just a project but a career.
 
Part of what I'm trying to figure out is this: My hard drive over the last few months as devopled several bad sectors, its also does this *clicking* noise all the time lately. Its obvious I need a new hard drive. The *click* noise it makes when shutting down is the same one the hard drive makes every now and then. I'm trying to determine if this is related in anyway. Is my power supply somehow ruining my hard drive? Is this possible?
 
check your cables and also check your power supply. that clicking noise may be your hd powering on & off.

Try disabling the APM in the Bios, run RegClean.Exe (from Microsoft) and then run EasyCleaner (search the Web). Don't forget to Scandisk and defrag first. If the problem still persist, Run MSConfig and uncheck everything except for the Systray and Explorer.😎
