Windows Server licenses - can they be resold with server?

I was curious if the server license is transeferable to new owners. If it is, does it have to be sold with the server or can it be separated? I'm interested in 2008, 2008 R2 & 2003. Also can the CAL's be transferred with the machine?

Depends on the original license, there are a few types you can get.
