When installing it, do you get a dialog box asking if the machine is going to be part of a domain or workgroup? I've installed it 3x, planning to use it in a workgroup, but it keeps getting installed as the DC of a domain. And ideas?

A 2003 server doesn't become a DC until you run the dcpromo wizard. You have to run this wizard after the install has completed and you are logged it. There isn't any option to make a server a DC during the installation of the OS.

Does the OS installation configure the server as part of a domain as default? Changing the settings on My Computer > Properties > Computer Name tab won't allow the server to change from domain to workgroup

No it doesn't make it a member of a domain by default. It won't let you change it because it is a domain controller, you need to run dcpromo to remove Active Directory.

Are you sure this is Server 2003 and not Small Business Server 2003?
