Windows Server 2003 Security w/Direct Connect

Ok I know there are some talented people here who can help me... so if you would...

I'm running a single Xeon machine with Windows Server 2003 R2 Enterprise x64 here with me at college. The machine's only duty is to share my files on Direct Connect. (about 800 gigs)

I have configured the Security Wizard as best I could and set up a policy that allows BCDC++ to operate.

HOWEVER

There are some shady characters here and I would like to ban their IPs permanently, not only so they can't connect to me over Direct Connect but to also block any other monkey business they might try.

I have tried PeerGuardian but it will not run on this version of Windows, and I tried the "change scope" option in the windows firewall but it will not let you define specific IP addresses to ban.

I'm 'outta ideas,

You can use the IP Security (IPSec) MMC panel to deny all packets from individual IP addresses. You create, configure, and assign a new IP Security Policy for the Server.
