Windows server 2003 - How to block network ports

Is there anyway to setup win server 2k3 to block ports? if so... my guess is that I would need two net cards?

I want to block games like counter-strike and so on from being played at my lan. so that everyone plays the same game on lan. yet to still allow net access for webpages, downloads and stuff.
