Windows Server 2003 does not start up after nortons.

Just installed nortons on my Windows Server 2003 - ceases to start up now and cycles over. Checked PSU with multimeter and is working fine. Any suggestions?
 
Perhaps a tad more information would be helpful.

Do you get to the windows splash screen? If not at what point does the machine reboot? Tried to go into SafeMode yet? Last known good? Any other changes to the environment besides Norton.

Critical question asked by FoBoT - was it a server version

And what does " nortons" mean: AV? Internet security? Systemworks? Other bloatware?

Uninstall by going to Recovery console/safe mode whatever
