Windows Screensaver Won't activate

my windows screen saver will never start up. I will set it to 2 minutes click OK. and it will never start up.
I can click on preview screen saver and the saver will run fine in preview mode. this is with all screensaver selections.

Also power management never turns off the monitors if i set it to turn off monitors after 10minutes, etc.

ATI catalyst 6.4
Win XP pro, all updated
sapphire radeon 9600 pro AGP
sapphire 64mb cheap PCI card
wireless optical mouse, new batteries, on sturdy table

(tried removing pci card, and retesting, still did not fix problem)

dont really care about the screensaver that much, but i want my monitors to turn off after 10minutes,,,)
 
Use Webshots .... it always works & you can all sorts of photos for use with it.
You can even use your own Custom or Personalized Photos
And it's free
 
yes, i applied the setting. even tried to reboot

can webshots turn off/standby the monitors?
 
I don't think so ... that would be set by Right Clicking on the Desktop & then Properties .... there is an option in there
 
Most likely cause in my mind is not the hardware, but the software - some program you are using is probably fooling windows into thinking there is activity from the user, resetting the screensaver timer.
