Leaks of the phone 8.1 SDK say the rumors are correct and it will be offering (full instead of crippled) WinRT as well as an updated version of the older Silverlight API

Rumor is the rest of us will get SDK access in April and the consumer release will be in June.

With the 8.x phones so cheap (or even free recently with a year of Xbox music) I'm tempted to pick one up as an iPod Touch substitute development toy.
