Windows RT 8.1 (Microsoft Surface Pro 3) I need to reformat...best options?

I received 2 of these in a hardware lot from work. They're great, but the 8.1 needs to be reformatted (guy said he wiped to erase all the old settings, but it's not right....drivers missing, etc.).

What's the best way to do this? USB 8.1 off of eBay or something?

Did they come with license keys? If so, then here:

Surface Pro 3 doesn't run Window RT.

Get the recovery image from here and use that:

So I have a 32gb flash drive....says the zip is too large for it, but it's only 4gb and 7gb??

If you can use w10, plug a w10 USB tool in and go.
