Windows reporting top card as GPU2

For some reason when I installed Windows 10, GPU1 and GPU2 were swapped, so that now even though my monitor is still hooked up to the top GPU, it's now being reported as GPU2.

The problem is that due to space constraints (lack of space for radiators) I'm using a CLC cooler on the top card and an ACX cooler for the bottom card.

The bottom card (GPU1) runs around 75-80C while the top card (GPU2) runs around 50-53C during gaming. The issue is the bottom card is running hotter than it did in Windows 8 since it is GPU1 now which means more of the load is placed on it in SLI, and this is causing a 90-95% load on it, while the top card, running much cooler at 50C, only typically draws a 70-75% load.

Is there any way for me to swap GPU1 and GPU2 without physically switching the cards (mainly because ACX coolers don't do too well with an obstruction below the intake fans)? Thanks.
