Windows registry edit to limit outbound bandwidth?

someone downloading off me on cable takes out my own downstream almost completely...is there a way to limit this outgoing bandwidth in the registry or some other program?

been reading through many pages, it doesn't look like there's a way to do it with software in Windows...some programs for linux though

only way i figured out was to use your firewall app (i use Norton) and restrict that IP, which stops all network traffic rather than limits it

it's normally program dependent. You can limit it in Morpheus and most FTP server software that I hav used. What program are you using?

well it's easy enough via FTP (both daemon and client), but i'm using Direct Connect and although the idea is great, it's implemented pretty poorly--lacking many features and lotsa bugs leading to instability
