Windows Recopy?

A buddy of mine that I work with just reformatted his hard drivein order to reinstall Windows 98. After his installation he found that through control panel he cannot open dial up networking. It asks for windows recopy? Also, it will not install plug and play items. Does recopy mean reinstalling windows again? What the hell is going on?

Hey, its not my rig. I'm running XP Pro. But I said I would check into it.
