Windows Power Saving options

I have windows set to turn off my monitor after 20 mins of inactivity. Does that actually save power or would it use up less power just to leave it on? I thought i heard that a monitor uses up a lot of power to turn on again...or something like that.

I think it does save power. Just make sure not to have it turn on and off a million times a day, that would be bad for the monitor.

Your monitor is a CRT. CRTs use on the order of 100 W when running.

Unless it's turning on and off and on and off very frequently, it will save power to let it shut off.

Yes, it saves power. Even LCDs consume a good amount of power for the backlight. Just having that turned off will save some watts that would otherwise be wasted. CRTs should most definitely be set to sleep mode as the power consumption drop will be enormous.
