windows popup message --- 'offline' and 'try again'

Hi!
I am on IE5.5 and use a dialup connection.
I have this problem, even while I am online I get a windows popup message
'no connection to the internet is available' and two buttons 'offline' and 'try again'.
I don't why I get this popup even when I am online.
Are there any settings that I need to modify?
Any advice is appriciated.
