What browser are you using, and what particular pop up tool? I'm not sure there IS a windows pop up blocker?

If you have IE 6.0
http://www.microsoft.com/windowsxp/using/web/sp2_popupblocker.mspx
The site should have a line at the top notating that the IE blocked a popup on the site you can click this line and it will let you allow the site to show pop-ups.

If you have Firefox
Choose Tools and Options You should see Firefox Options

Then click Allowed Sites and you'll see Link to photo of entry screen Enter the web page you want to allow pop ups and you should be set.

Good Luck,
C

Windows XP (SP2) does have a pop-up blocker. It works and is easy to turn on and off, and also put in settings that let it be on and exempt certain sites. To access it, it is in IE6's Tools menu. A simple toggle for on and off.

What other software are you using?
What firewall?
Some like ZoneAlarm have an inbuilt popup blocker

Try lowering your security settings for IE -
Making sure that you don't touch what little firewall that sp2 provides
