windows only loads with "Failsafe Defaults" settings

I recently built the following system:
Amd Athlon XP 3000+ 400fsb
SHUTTLE AN35n-Ultra
512mb Kingston PC2700 DDR333 RAM

However, I have run into some diffifulties. The system boots and runs fine with the "Failsafe Default" settings in the bios (100mhz FSB, I believe, with the "Auto" multiplier), but when I run Bellarc Advisor, it shows me as only having a 1000mhz processor. I assume this is because my FSB and related settings aren't up-to-snuff, but when I try loading the "Optimized defaults" or changing anything manually, windows will not load. The system posts and the IDE drives are detected, etc., but when it comes time for windows to kick in, it just hangs on a blank screen. Note: I CAN boot to a bootable CD that I had lying around with the optimized settings.

If anyone could tell me how to get Windows to load with settings that can take full advantage of my hardware, that would be great. Also what those settings are, if I need to enter them manualy, rather than using the Bios' defaults.

Have you tried the procedure outlined on the first page of your motherboard manual?
