Windows NT and File/Folder Name Question

I am trying to get Windows NT to display file/folder names in all caps. For example if I try and name a folder QWERTY it shows it as Qwerty. I've done this before, but have forgotten how. I'm not logged in as an administrator so some of the privalages are not available. Any help would be appreciated.
