Windows not properly starting up

Well I finally put together my new PC and whenever I turn it on it never normally goes into Windows XP professional. It will bring up the screen asking me if I want to go into Safe Mode and such. If I click on Start Windows Normally it brings up a blue error screen telling me that it cannot start up normally because it is preventing my computer from being damaged.

If I do manage to start Windows, two pop-up errors come up (one after the other) saying the same exact thing and that is the following:

cli.exe - Application Error

The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

And then the only button it gives me to click is OK.

One thing I forgot to mention is the second pop up error's text is exactly the same except in the title where it says cli.exe, cli is capitalized so it looks like this:

CLI.exe - Application Error


This is really worrying me because I don't want my newly built system to be damaged so any help would be appreciated. Feel free to ask questions about parts, components etc. Thanks in advance.

Try running memtest86. If you don't have it you can do a search on google and download it. I put together a computer for my son and kept coming up with screwy errors all of the time, until I ran memtest86, which found bad ram to be the culprit. You will need a formatted floppy disk to put Memtest onto, you can do it in windows but then after you put it on the floppy, windows will show it as a non formatted disk. Be sure that the floppy is set to first boot device and plug in the floppy and turn on your machine. This is a program that will loop forever, so if memtest doesn't find any errors on the first pass or so, than you know your memory is in good shape.;)
