Windows networking dies 5 min after reboot

I run some mapped drives and three days ago they died and it goeS:

\\computer

No network provider accepted the given network path.

if i restart the affected computer, the mapping works for at most 5 minutes.

logs show nothing out of the ordinary. not sure where to start.

apparently, RPC is unavailable after the crash - windows time update fails complaining RPC server is unavailable.
 
upon further inspection, seems like the server service stops. starting it recovers some functionality but any attempts to \\server results in permission denied.
