Windows Movie Maker 2

I'm a total newbie at making video cd's. I have some VHS tapes I want to turn into cd discs that can be played on a dvd player. My vcr has s-video out and my pc has s-video in, so I'm set as far as capturing is concerned. Windows Movie Maker 2 looks as if it will be easy to use, but will it convert the files to a format that can be burned to disc, and then played on a dvd player? I also have powervcr on my pc, and it looks as if it will also convert vhs to digital files. Anyone have any experience converting vhs to a dvd playable cd-rom?
