Windows "metro" apps compatability

As I understand it the new Windows Phone 8 shares the underlying system with Windows 8 and WindowsRT. I believe the RT part stands for runtime, which is the "metro" bit of the system.

If an app is written using this it works just a well on either a fullblown x86 tablet as an arm based RT tablet. My question is, will apps written for an RT/W8 tablet using metro work on Windows Phone 8?

If not, are there any major technical limitations causing this or is it just MS dropping the ball?

I've recently bought a new laptop and am eligible to buy the Windows8 upgrade for £15. I am also due a new phone soon. I might make the switch from Android to Windows Phone if apps I get for my laptop will also work on my phone.
