Windows Media Player skips when playing videos

When I play a music video on windows media player, the audio has glitches and there are video artifacts intermittently throughout the movie. However, when I play the same music video on someone elses computer, the movie plays perfectly.

Is this a hardware or software issue?

I recently upgraded my system to a Pentium 4. In the process I added a new processor, memory, motherboard, power supply, and hard drives. I am using SCSI. So far I have tested my computer with a different processor, video card, and memory. The only thing left I could think of that is causing a problem is the motherboard. My 1.6A processor consistently is running at 60 *C and my other P4 1.8 ran at 65*C according to the Asus temperature probe. Before this upgrade the movies played normally.

Any ideas?

Update: The video plays just fine using QuickTime 5.01. However my processor is still running at 60*C. I can't help but wonder if something is wrong with the temperature probe in the motherboard. Also when I first turn on the computer it takes about 15 seconds after it posts to move on. The USB light flashes about 10 times. Is this normal?
